what year is this one ?? is it rated for a 150 hp ?

its an 85 vl300, only rated for 90hp, its only 15'4'' or 15'6'' i'm assuming the lower rating because of length??? i'm goin with a 6'' jackplate and get those carbs "dialed in" if I cant hit 55mph with it I might just go with somethin a little bigger.
