no, it was too pricey to buy just to cut up. That is 1 1/4 or 1 1/2 (not sure of size off the top off my head) sump pump hose. I got a 20 foot section for around $6. It was also more flexible to use and heat. I also liked the idea that every 4 foot or so it had collars I could cut on. If you look closely at the top it bends slightly and is flatter at the unit. I just heated the hose and used a hand held ice scraper to to insert after I heated it and then put it in the snow to cool. Until you said it was sump pump hose, I would have guessed it was split-loom wiring conduit which is available at Home Depot, Lowes, and automotive supply stores, and computer shops.
Those sump pump hoses are cheap and handy for all sorts of things. I use them to hide the cables in my home theater and I have used them as an extension on the shop vac for cleaning out our dryer vent (ours runs about 16 feet to the outside of the house). Only problem when using them with the shop vac, at least in our case, is it makes a rather loud whistling noise.
