As mentioned above, post over in the Ranger forum, great people! There is a ton of info on the "3" series Rangers where owners have posted their setups that should give you a bunch of good info.
Here is some info I found:
1991 Ranger 361V
1991 Mercury 175 EFI
10" Rite Hite
25p tempest plus
2 3/4" below pad
Top Speed 67.2 GPS light load
tourney load 63.4 GPS
running 5850 RPM

Boat- 1988 363V
Motor- 1998 150efi merc
No jackplate but but in top holes
prop 24P trophy
top speed 64.2 GPS W/ 1/2 tank fuel and me
average speed 62.5 loaded down

RPMs: 5800 @ WOT
Notes: Boat has run great since purchase back in '88; once tried a 24P Protester prop, but only gained ~0.4 MPH... just not worth the investment, IMHO.

The Ranger board did a cool thing where many owners posted their setups, this is where this info is coming from.
